Mobile Grid Solutions to Reduce
Service Disruption
Fluvius Challenge #3
The Challenge
When Fluvius performs works on the energy network, customers - including households and businesses - often experience temporary service interruptions. These outages can lead to lost revenue, operational disruptions, and reputational damage, especially under increasing regulatory pressure (e.g. VNR, CSRD). Fluvius is looking for mobile, flexible, and sustainable grid solutions that allow works to continue while minimizing the impact of downtime on customers.
What we're looking for
-
Mobile energy solutions that reduce or prevent grid outages during planned works.
-
Off-grid or temporary systems (e.g. containerized batteries or mobile energy hubs) that can be deployed quickly.
-
Business models such as Battery-as-a-Service, rental options, or partnerships that align with public procurement law (Fluvius cannot own batteries to operate the grid).
-
Solutions that go beyond traditional grid logic — ecosystem thinking and international inspiration are welcomed.
-
Ability to reduce outage duration and frequency.
Must-haves
-
Aligned with Belgian public procurement rules and regulatory context.
-
TRL high enough to be tested or piloted (e.g. comparable to the current PoC in Torhout).
-
Flexible enough to apply across different customer segments and urban contexts.
-
Proven deployment or traction in other countries (e.g. the Netherlands).
Nice to have
-
Clear COâ‚‚ impact reduction potential (measured in COâ‚‚ equivalent avoided).
-
Options to co-create purchase or rental frameworks in compliance with legal constraints.
-
Experience navigating complex regulatory or utility procurement environments.
-
The solution requires Fluvius to own the storage asset.
Not a fit
-
It’s only viable in theory or at pilot level with no clear path to implementation.
-
Doesn’t align with or acknowledge procurement and scalability challenges in the utility sector.
Ideal Applicants
-
Startups, scaleups, or service providers working on mobile or temporary grid support.
-
International innovators with proven experience in off-grid energy continuity solutions.
-
Companies open to co-developing business models, procurement pathways, and real-life trials.
-
Those with a mindset to work within legal boundaries, while pushing innovation forward.
What Succes looks like
Fluvius can deploy mobile grid solutions to limit the duration and frequency of outages, reduce COâ‚‚ emissions, and avoid the need for unnecessary maintenance of isolated gas networks. Success means smoother works, fewer customer complaints, and greater resilience - all within a framework that is legally compliant and future-ready.
The Challenger
Fluvius is the distribution grid system operator for electricity and natural gas in all of Flanders, as well as sewerage and heat in some towns and municipalities. In addition to connecting our customers (residential and small & medium businesses) to those grids we are preparing the grid for the energy transition and managing energy data on behalf of our customers and for the energy market. We also take care of all public lighting in the Flemish towns and municipalities.
